Public bug reported:

I thing i have upgrade my Ubuntu to 20.04, but the systems ignores it, 
considering the version still at 19.xx, and now it says it can no longer 
upgrade package, unless i upgrade the whole system.
So if i try to install or upgrade new packages, it says that i need an upgrade 
for the whole system, and if i try to upgrade the system, it cannot continue!
