As a developer I would like to use modsecurity in my project. One of the
easiest method to use a library is through pkg-config files which have
all the necessary information to compile and linking against the given
lib.

Upstream libmodsecurity3 install a modsecurity.pc file under
$(libdir)/pkgconfig which is created from /modsecurity.pc.in. However
the debian packaging do not install it.

Please consider adding the following line to debian/libmodsecurity-dev.install:
usr/lib/*/pkgconfig
