I backported the needed code to support the fence agent to Bionic and Focal here in this PPA:
https://launchpad.net/~lucaskanashiro/+archive/ubuntu/ha-stack-ibm The idea would be to SRU those patches and release them to Bionic and Focal, instead of relying only on the PPA with Groovy's full HA stack backported. However, to be able to do that we would need some detailed steps on how to test it.
