Thank you for reporting this bug and helping to make Kubuntu better.
/usr/share/acpi-support/screenblank in Ubuntu Hardy checks if
xscreensaver is running - so that part should be ok.
But it does not use "dcop kdesktop KScreensaverIface lock" as suggested
above.
The attached patch fixes this.
