You have been subscribed to a public bug:
Grub-theme-breeze is non-functional in Hirsute. The usual
/boot/grub/themes/breeze directory is not present, neither is the
pointer to it in /etc/default/grub.
Copying across the required directory from a working Breezy installation and
editing in
GRUB_THEME="/boot/grub/themes/breeze/theme.txt" fixes it.
I think the DEB post-installation configuration section needs attention.
