Public bug reported:
Steps to reproduce (on an amd64 machine):
name=$(docker create --tty ubuntu:21.04 sleep inf)
docker start $name
docker exec $name apt-get update -y
docker exec $name apt-get install libc6 -y
docker exec $name bash -c 'if [ ! -x /bin/cat ] ; then echo no ; fi'
This will print 'no' at the end, indicating /bin/cat fails to test as
executable.
Release: hirsute

** Affects: glibc (Ubuntu)
