You would need to download the generic packages (not the lowlatency
ones):

https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.102/amd64/linux-
headers-5.4.102-0504102-generic_5.4.102-0504102.202103041036_amd64.deb

headers-5.4.102-0504102_5.4.102-0504102.202103041036_all.deb

https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.102/amd64/linux-
image-
unsigned-5.4.102-0504102-generic_5.4.102-0504102.202103041036_amd64.deb

https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.4.102/amd64/linux-
modules-5.4.102-0504102-generic_5.4.102-0504102.202103041036_amd64.deb

and then install them all at once:

  sudo dpkg -i linux*.deb

However, grub will automatically boot the newest version installed. To
boot older versions you need to navigate the boot menu. To get to that,
tap Esc once before startup begins. It might take a couple of tries to
get right, or tap a couple of times but not too many times.
