The build failure is caused by failing unit tests, and this is relevant:
/<<BUILDDIR>>/kodi-19.0+dfsg1/obj-aarch64-linux-gnu/kodi-test: error
while loading shared libraries: libvchiq_arm.so: cannot open shared
object file: No such file or directory
Note that the same version built successfully in Debian unstable.
