Solved by downloading the xfce4-weather-plugin.deb file from the PPA for 
xfce-4.16.
I extracted the libweather.so file from that package and replaced the file 
/usr/lib/x86_64-linux-gnu/xfce4/panel/plugins/libweather.so with this extracted 
newer version.

Works very well again.
