The description of btrfsmaintenance-refresh.service is wrong. It says

though its indeed using /etc/default/btrfsmaintenance

Description=Watch /etc/default/btrfsmaintenance

PathChanged=/etc/default/btrfsmaintenance
[Install]
WantedBy=multi-user.target

While this seems pretty pedantic, it gave me a minor headache trying to
figure out whats wrong and why "balance" is not run. This will surely
confuse others as well.
The log also shows the wrong path:
