In my case, this doesn't all applications. These applications work ok: Thunderbird, GnuCash, LibreOffice, Virt Mananger
These applications can't be moved / resized without the super key pressed or right clicking on window title bar: Lollypop, Files, Calculator, Document Scanner, Remmina This system is running with an NVIDIA graphics card, so is using an X11 session.
