Version 1.0 has a test that fails on Ubuntu's s390x autopkgtests (but
not anywhere else yet).

On analysis this looks like a race between starting php in background
  php --server localhost:10101 --docroot debian/tests/data &
And accessing it directly after

Maybe (hopefully) this only needs a guard to be really up and ready.

I'm working on those fixes but wan't to see them pass reliable before doing an 
upload to unblock php7.4 -> libzip. I'll add bug tasks for those to have them 
visible as update-excute from excuses.

Note: the fully good result still is "neutral" as in the current version
all tests are marked superficial.
