I have specifically verified that this bug (vlan traffic interruption during restart when rabbitmq is down) is fixed by the package in bionic- proposed. Followed my reproduction steps per the Test Case and all traffic to instances stops on 12.1.1-0ubuntu3 and does not stop on 12.1.1-0ubuntu4
