A follow-up to LP: #1895971, now backporting cvise 2.3. Not planning any
further backports.

cvise is a test case reduction tool used to reduce test cases for
compiler issues. It's not yet available in the LTS release. Having it
available in the same release as the compilers that you are
debugging/using makes the test case reduction easier. Also needed is the
dependency python-pebble.

Regression potential: None, as these are new packages.

Validation: the test suite succeeds during the build.
