I could not reproduce this on a fresh Bionic LXD container, but
something caught my attention in your bug report: the mention of policy-
rc.d.

This is a script that is not provided by any package in the archive (at
least that's what apt-file tells me), and rightly so: it is supposed to
be provided by the sysadmin, if needed, and it can be used to control
the behaviour of invoke-rc.d (for example, prevent it from starting
services).  I wonder where yours is coming from.  Could you please
verify that (the file is named /usr/sbin/policy-rc.d), and also provide
its contents?

Given that we don't have enough information to proceed with the
investigation, I'm changing this bug's status to Incomplete.  Feel free
to mark it as New again when you provide the requested info.
