***FIXED*** I decided to take it all apart to test and found out I opened the ticket with "DisplayPort" However I meant to say "displaylink" and I was using an HDMI cable...
Looking at the specs of the Lenovo dock https://support.lenovo.com/us/en/solutions/pd028010 it has a HDMI 1.4 port so is supposed to run 2560x1440 at 60Hz yet this is disputed... Searching for this results in all kinds of conflict/discussions (mainly on LTT/Reddit/Tom's) so.. I bought a DisplayPort cable > Boom. flicker gone.
