Opps!
Problem in 4.3.5-3ubuntu7.2 caused by settings in file 
/etc/default/isc-dhcp-server
Very strange, because 4.3.5-3ubuntu7.1 working correctly
Check if revert previous behaviour is possible

# cat /etc/default/isc-dhcp-server
