Thank you for your report. If I understand correctly you are trying to compile something from source, and the compilation doesn't work anymore on Focal, while it did on Bionic. This might be because the libpcap package got updated and it's not compatible anymore with your codebase. However in this case the problem you're facing can't be considered a bug in Ubuntu.
