Steps to reproduce:
1. Install Ubuntu MATE 20.10 or 21.04
2. Wait for login screen and notification bell
3. Press <alt>+<super>+<s> to enable orca screenreader
4. Press <alt>+<super>+<s> to disable orca screenreader
(5). cycle between 3 and 4
Expected results:
* orca reader switches on and off after pressing <alt>+<super>+<s>
Actual results:
* orca reader does not react on <alt>+<super>+<s>
