The hotkey doesn't start scim, it only activates already started scim.
Some of the choices in the right-click menu will start scim
automatically.  Also, you didn't say exactly which hotkey you were
setting up.

Please describe more clearly what is your desired situation.  In
general, if you set up scim properly, it should be started when you
login GNOME, and therefore hotkey will work.
