Public bug reported:
This problem happens with 64-bit 20.04 LTS or 20.10 on a Raspberry Pi 4
w/4GB (I am using the official Ubuntu Pi versions). It does NOT happen
with either version when running on a standard x86 machine or VM. Also,
it does NOT happen when using the 64-bit Raspberry Pi OS
(https://downloads.raspberrypi.org/raspios_arm64/images/). So this issue
is specific to the official 64-bit Ubuntu on Raspberry Pi version.
When a 100us timer is started (via setitimer) the app will spin at 100%.
With values slightly higher (150, 200, 1000) this does not happen. I've
included the source for a small timer test program that I found
reproduces the issue that broke my larger formal app.
