This issue originates from Debian unstable, see https://bugs.debian.org
/cgi-bin/bugreport.cgi?bug=966099 - because of the maintainer having
orphaned the Debian package it seems unlikely that this issue solves by
itself.

Please provide GnuCOBOL 3.1.2 as the latest official release, not a
snapshot of an "early dev" version 4.0 without support for ORGANIZATION
INDEXED.

I general it should be fine to use the 2.2 package definition and
replace the version by 3.1.2, ideally add libxml-2 and libcjson to the
dependencies to provide access to the newer features of GnuCOBOL 3 that
use those.
