Indeed, I was able to reproduce the problem when using apparmor and
verifying that /usr/bin/freshclam is confined.
I'm not sure if there's much we can do here; the best course of action
for those experiencing this bug is to just restart the service, as the
reporter himself mentioned.
I'm marking this bug as Triaged and subscribing ubuntu-server, anyway.
