Public bug reported:

I upgraded from 20.10 to 21.04 (using the -d option) and after a
successful upgrade my keyboard layout doesn't work at all anymore
resulting in a system where I'm unable to type properly. I have no idea
which package, nor what other details are relevant.

I used the "Dvorak A5" layout (or "Svorak A5" -- can't remember off the
top of my head which of its two names it's been given in ubuntu) but in
the list of my used keyboard layouts in system settings it's now instead
listed as something like "se+dvorak_a5" --  I don't know the exact name
while typing this report since I'm naturally no longer using Ubuntu for
any task that involves typing (i.e. at all), but the point is that it
now just looks like a skeleton of something that's no longer present on
the system.

As I recall I was forced to jump through hoops just to get it working in
the first place (unlike in Windows and macOS where it takes 20 seconds
to install and then sticks around forever), since for some reason a lot
of layouts, including the one I use, are hidden from me by default in
Ubuntu until I find some obscure switch that shows them all. I suppose
on the bright side, at least I no longer had to copy-paste obscure XML
just to install it.

In any case, the removal of my keyboard layout upon upgrade is an
absolute deal-breaker. Come to think of it this is precisely the reason
I've previously just removed the entire Ubuntu partition after
upgrading. I need an OS that doesn't try to stop me from typing, and I
don't understand why Ubuntu (apparently) insists on doing that.
