Public bug reported: php8.0 needs unblacklisted and re-added to impish.
php8.0 is packaged in Debian, and sync'd into Ubuntu during hirsute (and removed in LP: #1907177). We do want it included for impish, so need to revert the blacklist and allow it to re-enter the archive. During development it is ok for php8.0 and php7.4 to co-exist; we'll retain the latter as the default php until we're ready to begin the transition.
