At first I was a bit weary of this, as I felt that people might think
that /usr/bin/pip is a python-pip version of pip - but then I checked
and actually we had a pip2 binary to indicate python2 in bionic. So yes,
I think it makes sense to re-add pip just now doing the same as pip3.
