This appears to be caused by a Kubuntu specific patch 
(kubuntu_08_no_unique_application.diff), which got introduced in 2.1.2ubuntu13:

    stops it forking which broke xauthority and means debconf can't work in X

Jonathan, was this meant to fix bug 69766?
Is there any way that we could have KUniqueApplication and not the xsession 
issue?

For the record: adept_notifier is still a KUniqueApplication (which
seems to be OK).

If a KUniqueApplication is not possible at all, then we would probably
have to check in NotifierApp::clicked if adept_updater is already
running.
