SRU: backport Python 3.10.0 beta1 to hirsute.
The package is unused, it's there to let developers work with the
upcoming Python 3.10 version. As done with 3.9 for focal, we'll add
3.10 to 20.04 LTS in the future.
It's an unused package, the regression potential is smallish, and
doesn't affect packages in the archive.
Acceptance criteria: The package builds, test results from the upstream
tests passing.
