OK. It appears Ubuntu 20.04 does have i386 packages. So you can possibly upgrade to it but there is no i386 ISO for new installations.
I can't think of anything other than kernel likely to cause this bug. An in fact it looks like even version 4.4.0-209 is quite new so might have caused the problem.
