Yes fractional scaling is a "construction site" in that it's still an experimental feature. Only Ubuntu exposes the GUI to enable it. Everyone else has to:
gsettings set org.gnome.mutter experimental-features ... As for this bug, it's probably, usually, caused by some part of the detected displays changing and so the system reverts to defaults as if you've just plugged in a new monitor. To prove that we will need to compare the output of 'xrandr' before and after the bug happens.
