Thanks for filing the bug. Even though you're missing the log files, et al, I 
see in your report:
apt_pkg.Error:E:The package mysql-server-8.0 needs to be reinstalled.but ı 
can't find an archive for it

This looks like some local issue and the known workarounds are here:

My best guess that it should fix the broken apt and things should then
go fine. Since this isn't a bug in the package, I am marking this as
"Invalid" but should you feel otherwise, set the status back to "New"
with the reasoning and we can take a look at it again. Thank you!
