  This was a 18.04/bionic install; though I've tried to install Lubuntu
  focal daily on it twice (errors twice) so this could reveal extra detail
  as to what the issue is, or be a consequence of something else...
  Either way I'll look and hopefully learn more soon.
  
  Note:  if this issue is just the restoration of prior packages, it's NOT A 
CONCERN, as I may very well have had python2, Qt4 & other no deprecated 
software & the error message telling me all packages cQA-test install on
