Hello, Sorry for hijacking this thread but I've recently also faced same issue. My intention was to use focal-server-cloudimg-amd64.ova (20.04LTS) on esxi 7.0 (no vSphere, just free version) and initiate it with cloud-init (userdata + metadata). However this seems not to be working as it's described in previous comments even when guestinfo.userdata and guestinfo.metadata are correctly set.
My question is how can I disable vmware tools, to use just cloud-init? I see those commands (vmware-toolbox-cmd ...), but I'm not quite sure from where can I execute them, because afaik it's not possible to get into cloudimg while it's not somehow initialized. I believe there's no user is it?
