Public bug reported:
During upgrades of many lxd containers from bionic to focal, about half
of them hit an issue where, after booting into focal, they needed to run
"apt --fix-broken install". These were clusters of nearly identical
containers hosting the same services (juju units of various openstack
charms).
The packages that needed repairing were relatively random, but the lxd
package seemed to always be affected during the upgrade.
