KVM/arm64 has forever used a 40bit default IPA space, partially
due to its 32bit heritage (where the only choice is 40bit).

This adds an -EINVAL exit with the following message logged (visible in the
rport):
May 28 08:01:13 helo-kernel kernel: [ 1036.620470] qemu-system-aar using
unsupported default IPA limit, upgrade your VMM
