Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I tried to reproduce the issue from a clean LXD container but wasn't
able to: rabbitmq-server installed just fine. If you want to try this
yourself you could do something on these lines:

  $ lxc launch ubuntu:focal rabbitmq-server-focal
  $ lxc exec rabbitmq-server-focal bash
  # apt update
  # apt install rabbitmq-server

Without steps to reproduce there's little we can do here to tell if this
is a bug or a local configuration issue. For this reason I'm marking
this bug as Incomplete for now.

If indeed this is a local configuration problem, you can find pointers

Or if you believe that this is really a bug, then you may find it
