Definitely was caused by that, as disabling systemd-resolved did solve the long waits. It also explains why Ubuntu had this since quite a long time, as they switched to systemd-resolved about 3 years ago, in 16.10. That explains why someone mentioned in a comment that 16.04 doesn't have the issue, and 17.04 has this issue.
