This still somewhat is the case blocking things from -proposed.

Tests still fail in
Ubuntu-Impish:
https://autopkgtest.ubuntu.com/results/autopkgtest-impish/impish/amd64/p/puppetdb/20210510_122706_91fc7@/log.gz
Current Debian:
https://ci.debian.net/data/autopkgtest/unstable/amd64/p/puppetdb/12672518/log.gz

Tests failed for a long time, and only expect to be "good" for a very old
bionic test that once was good (and flaky even there).

https://autopkgtest.ubuntu.com/packages/p/puppetdb/hirsute/amd64
https://autopkgtest.ubuntu.com/packages/p/puppetdb/bionic/amd64

Last good one:

This was removed in Groovy by this case here, but due to minor uploads in
Debian it is back in proposed again (Debian and Ubuntu).
We might consider re-removing it from -proposed if not getting better, but in
any case we need to ensure that it's tests won't block other more stable
components (like I've found with e.g. postgresql-common).
