On a hirsute multipass instance:

I have tried all 5 combinations of the ActivationPolicy setting for a
dummy interface and confirmed that those work as expected. Same as
before, I also did a reboot while making sure RequiredForOnline is set
to no and things seem to be working as expected. Verified!
