Hi Yamal, I agree with you that consistency is of paramount importance, specially when dealing with a complicated subject such as internationalization. My gripe, however, is not with the fact that acute+c does not generate a cedilla, but rather, with the change in behavior of the widely known "US International" keyboard in Windows and X11. IMHO, the "US_INTL old version" (or whatever) should mimic this behavior, and the new variant should produce the consistent "accented C".
Note that this *really* stands in the way of widespread adoption of Linux in Brazil. It is very hard to explain to newcomers that they have to edit obscure files to get something they get "for free" with other operating systems.
