Thank you for taking the time to file a bug report.

I'm afraid we will need more information to understand what's happening.

For what it's worth, I launched a Focal LXD container and was able to
successfully install freeradius-ldap. When I examined the log files
attached to this bug (more specifically the DpkgTerminalLog.txt), I
noticed the following messages:

freeradius-ldap (3.0.20+dfsg-3build1) wird eingerichtet ...
Job for freeradius.service failed because the control process exited with error
code.
See "systemctl status freeradius.service" and "journalctl -xe" for details.
invoke-rc.d: initscript freeradius, action "force-reload" failed.
dpkg: Fehler beim Bearbeiten des Paketes freeradius-ldap (--configure):
 »installiertes freeradius-ldap-Skript des Paketes
post-installation«-Unterprozess gab den Fehlerwert 1 zurück

It is not clear why the service failed to start. It can be a
problematic configuration file that already existed before the
installation, or some weird interaction with another service. Can you
check the output of "systemc status freeradius.service" and "journalctl
-xe" and paste their contents here, please?

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".

For local configuration issues, you can find assistance here:

** Changed in: freeradius (Ubuntu)
       Status: New => Incomplete
