Dear Maintainers,
I'm seeing the following error when trying to install the libapache2
-mod-shib2 package. This causes the package to fail to install.
```
$ sudo apt install libapache2-mod-shib2

There are no "held broken packages" on this system.

This error seems identical to an error reported for Debian Sid in 2018 (see
link below).
