libscram-java (1.0.0~beta.2-3 to 2.1-1) is not transitioning due to a
dependence on a package in Debian's New:

    Migration status for libscram-java (1.0.0~beta.2-3 to 2.1-1): BLOCKED: 
Rejected/violates migration policy/introduces a regression
    Issues preventing migration:
    libscram-java unsatisfiable Build-Depends-Indep on amd64: 
libstringprep-java (<< 2.0)
    missing build on all
    blocked by freeze: is a key package (Follow the freeze policy when applying 
for an unblock)

libpgjava requires libscram-java, so is also blocked.

There's probably nothing we need to do on the Ubuntu end except wait for
this to go through in Debian.
