Public bug reported:

Setting up qgis-providers (3.10.14+dfsg-1ubuntu2) ...
/usr/lib/qgis/crssync: error while loading shared libraries: libcharls.so.2: 
cannot open shared object file: No such file or directory

Installing libcharls solved the problem.

# lsb_release -rd
Description:    Ubuntu 20.10
Release:        20.10

# apt-cache policy qgis-providers
qgis-providers:
  Installed: 3.10.14+dfsg-1ubuntu2
  Candidate: 3.10.14+dfsg-1ubuntu2
  Version table:
 *** 3.10.14+dfsg-1ubuntu2 500
        500 http://us.archive.ubuntu.com/ubuntu hirsute/universe amd64 Packages
        100 /var/lib/dpkg/status

I expected installation to work.

Instead, it failed.
