Setting up qgis-providers (3.10.14+dfsg-1ubuntu2) ...
/usr/lib/qgis/crssync: error while loading shared libraries: libcharls.so.2:
cannot open shared object file: No such file or directory
Installing libcharls solved the problem.
# lsb_release -rd

qgis-providers:
