I re-ran the install into the other partition and HAD NO ISSUES at all.
Both installs booted & were as expected.

It's highly probable that the KERNEL PANIC was a pre-existing condition
on the box.. (I need to know how to get a dump of all my reports from
iso.qa.ubuntu.com so I can search for my prior install to the box.. I
have ~25 boxes I use... there is a UF post asking for help on that, but
if anyone reading knows how - I'd appreciate help in making use of the
iso.qa.ubu.com API!)

I thus think this report is of NO VALUE and am tempted to flip to
'invalid'... but for now anyway I'll leave it as incomplete.
