The reason for this failure is that it appears zfs has been requested to
mount onto /var/log and /var/tmp when these mount point directories are
not empty, so it refused to mount.

This is probably due to your particular configuration of ZFS and not a
ZFS issue but instead ZFS being very pedantic about refusing to mount
ZFS file systems over non-empty directories.
