Thanks to updated comment for the package by Daniel Schwitzgebel (http://launchpadlibrarian.net/10942254/rocklight_0.1-2ubuntu1.debdiff), I realized this bug is a permission issue. To fix (non-permanently):
sudo chmod a+rw /proc/acpi/ibm/light Note that this is a small security issue, but I find it acceptable to get rocklight to work. How would one make this permanent?
