Ok, that's strange. It should list multiple available versions:
$ apt policy libudev-dev

500 http://no.archive.ubuntu.com/ubuntu focal-updates/main amd64

245.4-4ubuntu3 500

In other words, 245.4-4ubuntu3 which was the version available when 20.04 was
released, but also the updated version in terms of 245.4-4ubuntu3.7 from
focal-updates. Assuming you're running a desktop system, go to
`software-properties-gtk`, check the Updates tab and make sure it is subscribed
to all updates. (Don't know the exact steps for server. Alternatively you can
compare with the working install you had, sounds like that was set up with all
updates enabled)
