Public bug reported:
This happens on both new 20.04 installs and on my up-to-date laptop that
has been running 20.04 since the release.
Every time I reboot or powerup, I get a black screen and no Grub Menu.
CTRL-ATL-DEL reboot and I get the grub menu every time.
In each case I'm using the default disk layout with encryption as
installed buy the 20.04 installer.
These are non-efi installations.
