like Helmut wrote - linking libxmms.so with libxmms.so.1 solves the
problem for xmms

$ ls -l libxmm*
lrwxrwxrwx 1 root root    12 2007-12-18 21:30 libxmms.so -> libxmms.so.1
lrwxrwxrwx 1 root root    16 2007-07-18 01:30 libxmms.so.1 -> libxmms.so.1.3.1
-rw-r--r-- 1 root root 53716 2007-03-28 12:29 libxmms.so.1.3.1

there is no need to install xmms-dev. tested on xubuntu 7.04, xmms
1:1.2.10+20061201-1ubuntu3, xfce4-xmms-plugin 0.5.1-0ubuntu1.
